Network rules, set in the open.
TOPO holders will propose and vote on the parameters that run the network, from fees to verification sample rates to the regions it serves. Governance launches after mainnet stabilizes.

What proposals can change.
Governance sets protocol parameters. The values below are today's defaults, set by Topo Labs until the first vote.
Network fee
The share of each bill that funds the network treasury.
Today 5% of each bill
Verification sample rates
How many requests attestors re-run, by node state.
Today 20% new, 2% established
Slashing
Stake lost when an output fails verification, and when a node leaves routing.
Today 5% per incident
Stake requirements
The minimum TOPO an operator stakes per GPU.
Today 2,500 TOPO
Region onboarding
Which new regions the router admits, and what it takes to serve there.
Today 41 regions
Proposals change network parameters only. Your account, API keys and data remain covered by the Terms of Service and the Privacy Policy.
From proposal to parameter change.
Every change goes through the same four stages, in public.
- 01Community
Discuss
A change starts as a public draft. Operators, teams and Topo Labs debate the trade-offs before anything goes on-chain.
- 02On-chain
Propose
The proposal is submitted on-chain with the exact parameter and its new value, so every vote is on the same change.
- 03TOPO-weighted
Vote
Holders vote with TOPO during a fixed voting period. A proposal passes only if it reaches quorum and a majority.
- 04Timelock
Execute
A passed proposal waits in a timelock before it takes effect, so operators and teams can review the change and prepare.
Voting periods, quorum, proposal thresholds and the timelock length will be published before governance launches.
Help shape governance.
